The Inflation Reduction Act authorized two funding streams for home energy rebate programs: 1) The Home Efficiency Rebate program and 2) The Home Electrification and Appliance Rebate program. Together, these two programs will make up the Montana Home Energy Rebates Program which will be administered through the Montana Department of Environmental Quality (DEQ).
The Home Efficiency Rebate component provides rebates for energy efficiency improvements based on the percentage of energy savings of the whole-house project. Eligible costs may include a combination of energy saving measures such as appliance and HVAC system upgrades, adding insulation, air sealing, and associated electrical panel and/or wiring upgrades. Eligible projects are required to demonstrate savings through comparing energy consumption before and after the energy conservation project.
The Home Electrification and Appliance Rebate component provides point-of-sale rebates for stand-alone home electrification and energy efficiency upgrades. Upgrading to high-efficiency electric appliances, HVAC system efficiency improvements, adding insulation, air sealing, ventilation, and upgrading in-home electrical panels are all examples of measures that may be included.
Rebate qualification for the Montana Home Energy Rebates Program is based on Area Median Income (AMI). The Home Energy Rebates can be utilized for single-family, multi-family, and manufactured housing. Additional information on qualifications and how to apply will be released as the planning and application period is complete.
The U.S. Department of Energy (DOE) requires all states to develop and submit an application and program plans in order to receive the funds. Plans must be submitted to DOE by January 25, 2025. The progress tracker below outlines the required steps to complete prior to launching the Montana Home Energy Rebates Program. The progress tracker will be updated as each step is completed. DEQ is committed to act quickly and open the program to applicants as soon as we complete the required steps outlined by DOE.
